Oulook - App Bar Move (to bottom)

In some of the more recent versions of Outlook (2013-2016 plut) the "app bar" (contains links to change the folder bar between Mail, Contacts, Tasks, Calendar Folders, et cetera) may move to the far left in a thing vertical bar with the Folder or other bar just to its left. Its function also seems to lose function such as the function to change the order of the apps to select. The "Normal" or default configuration has the app below the Folder or whatever bar.

As of this writing, the cause is unknown. One article mentioned it may from an update but nothing definitive was offered.
